BATTERER INTERVENTION PROVIDER /TEACHING
NON-VIOLENCE GUIDELINES
-
The
PURPOSE of the Batterer Intervention Program (BIP/TNV) Standards and
Appendices, as approved by the Domestic Violence Coordinating Council of
Greater Omaha (DVCC) in 1999, is to organize, standardize, and coordinate
efforts and reasonable outcomes of area programs and providers who provide
services to domestic violence offenders.

The
PURPOSE of the
Accreditation process is to provide the Courts and the community with a
list of preferred programs/providers who are in compliance with the approved
Standards. The list of preferred programs/providers shall be maintained
by Douglas County State Probation Department, District Eleven and updated as
deemed necessary.

The
BIP/TNV Standards and Appendices and the Accreditation Manual and
process were approved by the Domestic Violence Coordinating Council of
Greater Omaha in 1999 and are reviewed, revised and updated as needed.
VOLUNTARY NATURE
-
Program compliance with the Batterer Intervention Program Standards and
Appendices is voluntary. Any entity may hold themselves out as a
provider of services to domestic violence offenders. However, Douglas
County has set a standard for batterer intervention programs/providers that
prioritizes victim safety, batterer accountability, and intervention
consistency. Only those programs/providers who apply, are in 100%
compliance, and are annually accredited by the Douglas County State Probation
Department shall qualify for placement on the “List of Preferred
Intervention Program/Providers” provided to the Courts and community.
Failure to comply with the Standards and loss of accreditation results in
removal from the List of Preferred Intervention Programs/Providers.
PROVIDER ACCREDITATION

All benchmarks used in
the accreditation process by the Douglas County State Probation Department are
contained within the Accreditation Manual. An entity interested in
obtaining program accreditation and placement on the List of Preferred
Intervention Programs/Providers shall meet and are in 100% compliance with
the aforementioned Standards.

Entities interested in
accreditation should contact the Domestic Violence Coordinating Council of
Greater Omaha for copies of Standards, Appendices, and Manuals.
Application for inclusion on the List is obtained through the DVCC office.
CERTIFICATION PROCESS

Intervention program/providers who desire inclusion on the Preferred
Intervention Provider List must be in 100% compliance with the BIP
Standards and accompanying Appendices. Providers seeking Initial
Certification may make application at anytime. Providers seeking
Renewal Certification must re-apply on the annual anniversary date of the
initial certification. Providers seeking certification after
Non-compliance may resubmit a subsequent application no sooner than ninety
(90) days from denial. Probation Department shall have a maximum of
sixty (60) days to respond to applications. The applying intervention
program/provider must permit both initial and ongoing access to personnel
records, client records and reports, and any other documentation or
physicality as per the certifying body.
